Senior Technical Manager
IntraHealth International is now seeking a Senior Technical Manager for the Digitalizing Community Health Worker (CHW) Payments in Tanzania Program.
The Senior Technical Manager will oversee the Bill and Melinda Gates-funded Digitalizing Community Health Worker (CHW) Payments Program in Tanzania, which aims to support the Government of Tanzania (GoT) in developing and scaling a national digital payment system for CHW stipends. They will manage stakeholder engagement, governance, and system design, including planning workshops with government leaders and development partners to create business and system requirements. Additionally, this individual will coordinate with the government to implement and scale the payment system, including co-designing training materials and training master trainers.
This position is based in Tanzania, and funded through June 2025.
Duties Include, But Are Not Limited To
- Provide overall management of technical activities in coordination with the Tanzania Country Representative, the Senior Program Manager/Senior Technical Advisor, and GoT leaders.
- In collaboration with the multiple stakeholders, organize and facilitate participatory workshops with GoT leaders to determine governance processes, business and system requirements, and an implementation and transition plan for the national digital payment system.
- Collaborate co-design and finalize adaptive program monitoring and scale-up plans, a learning agenda, digital literacy content, CHW performance management tools, and implementation research protocol and tools.
- Co-design materials for the national digital payment system in collaboration with the GoT, and train identified regional ‘master trainers’ to cascade training and mentorship to district teams.
- Facilitate regional trainings and support district level master trainers to lead district trainings.
- Collaborate with the Senior Technical Advisor, Software Engineering, and GoT software designers to ensure that iterative software updates are completed to support program implementation and ensure that CHWs are paid accurately and on time.
- Oversee quality improvement / quality assurance (QI/QA) initiatives, such as coordinating joint supportive supervision visits in collaboration with the GoT to troubleshoot any gaps in digital payment system implementation.
- Oversee scale-up and transition activities in alignment with GoT expansion strategy and program transition plan.
Qualifications
- Bachelors Degree in public health, public administration, computer science, business management or a related field, and eight years of experience working in roles that require technical program management, coordination, and oversight; or, Masters Degree and six years of experience.
- Experience supervising one or more employees.
- At least three years of experience working with the GOT to support program implementation, including the MOH and PORALG, and MOF.
- Digital health experience in Tanzania and/or the East Africa region, including experience working with digital payment systems and digital literacy activities.
- Experience developing training materials (e.g., user guides, curriculum, standard operating procedures) that support users’ digital literacy and uptake.
- Experience overseeing development and review of technical reports and deliverables to ensure high-quality, on-time programming deliverables.
- Applicants must be able to work in Tanzania without employer sponsorship.
- Position involves local travel within Tanzania (e.g. Morogoro for workshops) estimated at 35%.
