Job Description
DESCRIPTION OF DUTIES
In the context of the overall framework of “Support for health resilience in the Eastern Partnership – Component 2 & 3” and the specific domain of the EU-funded (DG NEAR) regional programme, the incumbent will provide support the provision of and/or coordinate the provision of technical and managerial expertise to the Ministry of Health in Armenia with specific focus on health workforce, mental health and arts and health. The endeavours target all populations, including vulnerable population groups as refugees, through a coordinated, intersectoral approach in accordance with the priorities of the Ministry of Health that aligns with WHO global and regional commitments.
Key duties:
Under the overall supervision of the WHO Representative and in collaboration with relevant Technical Officers in the WHO Country Office, the incumbent will: :
- Provide support to the Ministry of Health to coordinate the development of a long-term strategy to strengthen mental health and psychosocial support services system capacities aligned with the mental health Gap Action Programme (mhGAP) and the European Mental Health Action Plan 2013-2020 including the assessment of mental health and well-being of health and care workforce.
- Provide support to the Ministry of Health to review of policies and strategies including assessment of health workforce retention including the topic around information system of health workforce, migration of health workforce, planning and forecasting of the health workforce aligned to the national regulations and, appropriate legal and regulatory frameworks of health workforce cadres.
- Maintain partnerships and networks to strengthen multidisciplinary and multisectoral collaboration and ensure collaboration, and work with international and national partners.
- Technically assist in the monitoring of work plans and budgets and following up on the implementation of planned activities.
- Analyse information on and document best practices in public health and health systems.
- Participate in capacity building in public health systems and the management and financing of the systems.
- Assist the ministry of health and in-country partners in the development, implementation and evaluation of policies, strategies and action plans, in line with the Regional and Global Action Plans
